All waterboard applicants require a site plan and engineered data in order to apply and comply with the NCRWQCB order. This provides the NCRWQCB the ability to inspect and provide guidance and reclamation directives for applicant locations. Currently there is no accountability for this activity and the gaping hole of 5 years provides some the ability to produce for 5 years then jump ship without reclaiming the location to the set standards.

Our cooperative members can provide direct payments form the sale of their patronized goods to a reclamation account for each member that is provided for reclamation services. This is a audit-able program with reporting possibilities via api.

In an effort to facilitate this process rapidly we urge the NCRWCQB to require this service for its applicants
